Civic Campus Project
Project Overview: 23204 58th Avenue West
The Civic Campus is currently home to the Mountlake Terrace Fire Station, Library and Police Station. There is also a vacant area where the former City Hall stood from 1962-2010. In 2008, the Council Chambers ceiling collapsed in the former City Hall building. Operations were moved to rented space in 2009. The former City Hall was demolished in 2010. The Civic Campus is connected to the Mountlake Terrace Transit Center via Veterans Memorial Park.
In 2017, the City Council placed a bond measure on the November ballot to fund the design and construction of a new city hall and an addition to the police station. The measure received nearly 70 percent approval. In 2018, the City Council identified park impact fees as a funding source to design and construct a public plaza as part of redeveloping the Civic Campus site. In 2019, the city received a grant from the Hazel Miller Foundation to help fund the design and construction of a water feature on the public plaza.
Specific primary improvements include the following:
- New City Hall
- Two-story, approximately 18,600 square foot building. Includes City Council Chambers, public lobby, offices, meeting rooms, restrooms, mechanical and electrical room, elevator, mud room, storage room, etc.
- Addition to the Police Station
- One-story, approximately 3,100 square foot addition to the existing Police Station. Includes a new sally port, two holding areas, secure interview room, detective area, restroom updates, ADA improvements, new entry area and break room and open area for patrol and training.
- Parking Lot
- Includes additional parking stalls, parking lot lighting, vehicle charging stations, landscaping, entry sign, striping, etc.
- Town Center Plaza
- Includes a public plaza with terraced seating, open plaza area, water feature, sculptures by two artists, landscaping, lighting, etc.
- Realignment of Stormwater Line
- An existing stormwater line in front of the Police Station will be realigned in order to provide room for the addition.
Project Timeline: Advertising for bids began on October 21 with a second advertisement posted on October 28, 2019. Six bids were submitted. Upon review and consideration of the bids, the City Council voted on December 2, 2019 to award a construction contract to Allied Construction Associates Inc. Construction began in January 2020. Completion of the Civic Campus is expected in early 2021.
Artist Selection Recap
On May 21, June 5, and June 18, 2019, the Arts Advisory Commission met to discuss artists’ proposals presented during the April 25 open house. After consideration of the proposals, the Commission voted to recommend working with two artists (Louise McDowell and CJ Rench) on two separate projects within the budgeted amount of $87,000. The two artists agreed to provide scaled-down projects that together would share the $87,000 budget.
The Commission recommended allocation of $47,000 to Louise McDowell and $40,000 to CJ Rench. During the September 23, 2019 Arts Advisory Commission meeting, the Commission recognized that the base fabrication and installation and additional flower (original proposal of two flowers and one standalone stem )were beyond the existing available budget ($40,000) and asked if staff could work to identify additional funds. As announced during the October 31, 2019 City Council meeting, Premera Blue Cross contributed $5,000 to help pay for the base fabrication and installation. Staff is continuing to work on identifying additional funding sources to pay for fabrication and installation of one additional flower.
